Most of them probably not above 85%.Many playables dont have any throws at all for example.
Battlecat is still very unfinished having just one attack. ;D
Hope you don't mind a board newb chiming in on this, but I played the demo before you added Lion-O to it, and I think you're onto something with what you have already(probably just the right amount of stages already too

. Beat 'em ups
were an arcade genre afterall). I don't think adding a throw mechanic would be necessary for this. I'd been watching the show at Hulu, about halfway through the 1st season now, and the only throwing I've ever seen was by He-Man himself. I'm thinking if you need a throw, maybe replace one of his specials with a grab, lift and throw animation, that obviously only works on 1 enemy at a time, with maybe enough time for the player to decide which direction he wants to launch said enemy.
You already had a solid idea for what you were doing, but if I was working on a mod based off of a childrens cartoon like this, I'd consider taking the Konami approach over the Capcom one(which you are already closer to). My advice would be to just keep it about the combo stringing.
Edit: If that is how he already works, I apologize, my playthrough was with Rammy, who kind of sucked for the boss, so I pulled him out for He-Man on the final continue. Then the move I pulled off called in BattleCat, and he tore through the boss like a hot knife through butter.
