so, the runattack is the lightning bolt? that is... weird.
The way I see it, both tornado and lightning rush serve the same function: a dash attack (except tornado has a delay and is difficult to time, and lightning rush is faster to activate, which makes it better most of the times). They are what you would expect from a FF+A runattack, not the lightning bolt.
You could use the lightning rush as FF+A, and when MP is low, you use DF+A to make tornado appear on enemy's position (but you'd have to adjust the damage, because the tornado has wider area). OR throw the tornado like a normal projectile (like on old Konami's game), but that may feel better than the chasing lightning bolt, because you can clear the screen.
I like the symmetry of FF+A being Wind and DF+A being lightning, and I don't know what to suggest without asking for new moves or removing old ones and remaking everything - which I don't think you should do.
Cable suffers a bit of that too, but it feels different because both his DF+A attacks are supposed to be used far from enemies, while Storm's Lightning rush is great at close range.
Speaking of close range, her basic combo could use some help. I don't know if it's the range or the speed, but it's not uncommon for enemies to break free.
Also, is her flight worst than others? She seems to descend faster... or maybe it's just the animation that loops too fast.
Generally speaking I don't think flight is very useful. You can rarely stay high enough to dodge more than one bullet (or punch). Maybe the characters wouldn't be so much better if they fall slower.
I also think Cable's FF+A is weird, but it's clear he's a very different character to play, with his basics being ranged, so I wouldn't anything, except the cube's (lack of) agressiveness - specially because I think his TK is not as useful to a shooter (since he lacks melee attacks, he would be sending them AWAY from him, not closer! but please don't change that!
BTW, Jean is a BEAST! Maybe it's because I learned how to play with her effectively, but she's really REALLY good! Her combos are fast and hit with a good range, you can juggle easily, her phoenix force kicks in when you desperately need to.... well, maybe it's time I stop calling her Jean and say Phoenix!
