Hey guys I need help recreating the flowing river background graphics in stage 4-3. I tried using bglayer but all I can do is give it a wave effect. How would I make it continuously move forward?

If that's what you mean, the simplest trick is to set bgspeed and set last parameter of bglayer so it moves at relative speed with bgspeed.
If you have played Contra : Locked 'N' Loaded, you should the effect in 2nd stage and 3rd stage (Industrial area)

See the moving clouds (or smokes) at back? that's example of the trick. You can use similar trick to make your river
