Trouble launching OpenBor?

Hi all! Someone I know is having issues launching my mod Godzilla Ultraman Gamera: GUG Complete

They're getting the main launch menu issue- "there are no mods in the paks folder"

They told me their system is windows, and their specs:
"my pc has 4 GB of ram (3,90 available) the processor is Intel(R) Core(TM) i5-4310U CPU @ 2.00GHz 2.60 GHz. are there any other specs you need?"

Any thoughts on the what the issue may be?

Hi Liu-Kang, if you have only data, you need to put a 0Ko pak in your paks folder.

So they don't have a data folder, OpenBor just won't seem to load the pak file :/ I'm not sure what sort of issue they could be having.
