I saw a video on YouTube of someone playing "Return Of The Double Dragon" with characters which werent Billy or Jimmy.  Is there a cheat code that would allow this?

Dragon Master and you unlock him after beating the game.

If it's an openbor game you probably just have to beat a level or something to unlock them.

Yep. Spoiler alert. Like others said, to unlock him, complete the game first.

There are two versions of this mod I think, one of them hadn't Dragon Master still finish it. Anyway, try to pass full game and if you can't select this character, I can upload you the another mod which you can select this character at the beginning of the screen, or that I remember.

finally beat the game and i didnt get the option to choose anyone else at a new game.
