Does someone have this stage in good quality, or knows where to find it

That city view is from Evening at the Bronx
Though the background is in pieces instead of single piece so you'd need to unite them

Thanks man!! now I can rip it my self without need of any tools just the emulator, turn off the foreground layers en record it 8)

Damn I need the Sega version, the snes version of the background looks like a nes background :-\
 
Just get the original Neo-geo ROM, it's not hard to find. Then run the Winkwaks emulator. It has a fantastic capture tool that lets you disable any combo of the sprites (remember the Neo doesn't have scrolling layers, it uses sprites for everything). You'll have the original background in full quality no problem.

Ok thanks man!!, I thought it was only on sega and snes.
I cant seem to get the game running I get an Error code:
Couldn't find 030-p1.1 (d396c9cb) for game error
