I have been trying to figure this out for some time. But how do you play Mugen games on PC? Is it similar to setting up OpenBOR?

They work in very different ways.
Mugen is more modular - you add charcter and stages to your Mugen, to play with them. Or you can download a whole game, which we calls "closed game" and play it.

Which version can I use to be able to play the whole game?
