Getting power/MP by hitting? MrQ style.

I played Double Dragon mod by MrQ and was surprised to see he uses "magic points" just the way I would like to do it.

some special attack drain MP
all attacks give a little MP "ON HIT"

I know MrQ is a wizard of solid system without scripts! So I looked at a player file and even enemy pain anims...
I can't figure how MP is done here.

That is a hard coded engine functionality. Please read the manual on MP use.
