Has anyone heard of this mod? Downtown Chou Nekketsu Rantou looks awesome was wondering if anyone knows if this has been released?

Never released AFAIK.
The creator is more of a FighterMaker creator, with various projects. And he tried Openbor this last year. But none of his Kunio project seems to really progress for a long time now. ???

Perhaps giving him thumbs up and good comments on his vids will motivate him.

He recently released a Nemesis game made with FM
