So I’ve been out of the loop for a long time, I didn’t even know OpenBor supported Webm files. But my question is, by default, is there a way to scale a cutscene? I hope my question isn’t too confusing. Basically I want to take a 1280x720 video and display in OpenBor without actually shrinking the video to fit my 480x270 game.

Can I also do the same for animated GIFs?

Sorry friend, it's good to see you back, but you can't do either of those things, nor should you. Webm is just sort of a black box sub application OpenBOR says "play this thing", and that's it. You are expected to do all the video editing in production time - that's kind of the point of a video playback. The closest thing you could try is a scripted screen that captures the video output and shrinks it. I'm not 100% sure if that will work on videos though. Even if it does, that's some pretty advanced scripting just to keep an oversize file hanging around.

Same deal for animated .gif files. If you want to make animated cut scenes with special effects like resizing, the best thing to do is use dummy stages so you can take full advantage of the engine's graphic suite with models. Honestly you shouldn't be using animated gifs for anything except other than super simple stuff like quick one or two frame clips. It's a throwback from the original BOR when we didn't have unlimited animation frames, colors, control, etc. to work with when making scenes.

Assuming, my webm video is made to fit the game resolution and the small clips are ready to go. Is it possible to create a game like dragons lair in open bor? I think it was called dragons lair, the game where you see a fmv and if you choose the left or right path you could either game over or continue.

Yes, you could certainly do that. Webm playback is a single line script command, so it's just a matter of playing the right one in response to game conditions.

jesus how versatile has the engine become? this is really cool...and thanks sticking around keeping the engine alive...i know theres others as well...just glad it is what i keep finding out it is haha...

I forgot all about this one which utunnels made years ago. Yes, you can do it with animated gif! But I don't know with webm... I think you could make it similar. Look at the code that is involved with gif. You can scale the gif size in code.
